What the 2026 Code does

The IMO adopted the non-mandatory International Code of Safety for Maritime Autonomous Surface Ships in May 2026. It provides a goal-based framework for cargo ships using remote-control or autonomous systems and addresses areas including navigation, connectivity, remote operations, risk assessment, cybersecurity, fire safety, and search and rescue.

The Code is a regulatory framework for safe integration; it is not a statement that all commercial vessels have become autonomous or that autonomous operation removes human responsibility. The IMO explicitly emphasizes the master's continuing overall responsibility.

What happens next

The IMO says the non-mandatory Code took effect on 1 July 2026 and provides an experience-building phase. It has outlined a process toward a mandatory Code, with expected adoption by 1 July 2030 and entry into force on 1 January 2032. Future decisions and amendments may change the roadmap, so readers should check the IMO's current publications.

For operators, developers, and learners, the practical questions remain risk, system assurance, communication, cyber resilience, human roles, and compliance with applicable conventions.
